That isn't to say there is not going to be any.  It depends on the rules we are under - perhaps we needed Beilek off the books, or to have booked his fee, to sanction the ability to make the move.   

It's against the rules but every club does it. There's no point bidding for a player unless you know they are already willing to join.

That is where agents come in.  I doubt it is against any rules to speak to an agent about the possibility.  The point is a direct approach to the player and anything concrete.

When was the last time you saw a news article for a player bid being accepted followed by the club failing to agree terms with the player?

A buying club speaking to the selling club doesn’t automatically mean an offer would be made. I would image the process is, more often than not:

1) Seek permission from the”selling” club to speak to their player 

2) Speak to the player to see if he’s interested and agree personal terms subject to the transfer taking place of course (although I don’t think it’s unheard of for a transfer to fall down due being unable to agree terms)

3) Start transfer fee negotiations

Having said that, aren’t the rules for players nearing the end of their contract a little different?

Exactly. We’re in league 1, I think people forget this sometimes! But everyone is entitled to their opinions of course! I’m getting behind the lad to bang us in some goals! 🐏

I'm happy we have signed him and think an element our support need to check the level we are playing at and what attributes serve purpose.

I can still remember reactions to signing dickov, kuqi and CKR and how the fans that strung themselves up were a little premature. Sure they weren't exactly pele, but they all showed why they had been brought to the club and did themselves proud.
