Yes, the business plan may involve limits which are different to the standard for league 1 and "agreed" to by the club. In a very much "dictated to the club" kind of agreement.

Quite simple. In recent years, our revenue has mostly come from the following classes:
   - Match receipts
   - TV
   - Commercial/Hospitality
   - Sponsorship
   - Other

We'll already know how much will be coming in from sponsorship we'll have for the coming season, and we can base the commercial/hospitality income based on our past record.
We will likely see a small drop in match receipts, so a bit will be knocked off last season's total.
We will know how much central funding we got for playing in the Championship, and how much we got for being on Sky. The money from Sky selections will be ignored, whilst the League participation amount will be adjusted (we will know how much this is already)

Amounts which aren't guaranteed, such as games on Sky, player sales, cup runs, etc will be a 'bonus' and not used in any calculations until they are realised.

It's also 75% for clubs just relegated from the Championship. Club's make a submission at the start and half way through the season. The pre-season submission was actually due on the 17th June. The mid-season submission is due by 8th December.
The 75% does not include wages of players under 21... the likes of Stretton, Sibley, Cashin and Thompson are excluded from the calculation.
