EFL approve CK and his plan, then the city council sign the agreement in principal knowing they have a guaranteed source of income, then CK signs the SPA. If the city council complete the purchase too soon and then CK isn’t approved, they have a risk as they have no income and no view on timescale for it so incur additional cost.
