All they have to do is check that CK has not burnt any referees businesses down or shipped tons of drugs around the world (to make sure he's fit and proper) and agree his creditors payment plan. Not sure he'd do that if he wasn't still expecting things to progress/ seeing the statement as a 'positive'.
