He needs his bluff calling, get the PB in then tell him to take it to arbitration/Court if he wants. He knows he won't win any case should he do it, otherwise he would have pushed it further by now. A I have said it isn't about money, it is about getting us relegated. He isn't necessarily greedy, just spiteful.
