It's been 20 years since a manager got us through to the latter stages of a major tournament, whilst other smaller footballing nations have done better. I wouldn't be against a foreign manager but would definitely prefer and Englishman and a foreigner isn't exactly going to guarantee success. The three favourites are Southgate, Pardew and Howe. I'd probably choose Howe out of those three, although it would be a very brave move for him because another poor England campaign could essentially ruin his promising career.
