Mel wants to sell the club and he thought that Rooneys name would help that to happen.
Mel has form given unqualified managers a job, look at Lampard when he joined.
For now how can Rooney perform miracles with the squad he has and due to efl, no ability to invest.

Mel made most of his money on one speculative punt on a software start up - even if he is a genius in that arena he has shown little ability to run a football club effectively. You might appreciate that he has put his fortune on the line for this club, which is more than I would do, but that doesn't mean it has been a wise decision and I can't think of many who wouldn't wish him to act differently if he had his time again (including, likely, himself).
We are all Derby fans, so we are all obviously going to think we are the best buy out there - which is part of the reason we are where we are. But, at time of writing, Derby County only have two attributes worthy of valuation - the academy and the fanbase. Outside of that we are mired with debt, uncertainty and a rebuilding programme that only makes sense to a Derby fan. In any other capacity there are more appealing options - many of which are much more available today than they were eighteen months ago.
Sadly, the triceratops poo of an OP is exactly that - thinking that Mel is just going to chop £30m off the asking price (that's a three followed by seven zeroes boys and girls) to get us sold quickly is, frankly, well triceratops poo. And, as others have said, the club is only worth what someone is willing to pay, which is currently nuppence.

It’s a club who don’t own their stadium or training ground. Have over 50 million worth of debt. 9 senior players. A threadbare league 1 stands red squad. Mel wants someone to buy a house at full price when it’s needs at least 2x more money spent on doing it up

I am very reluctant to criticise Mel, I can only believe his heart is in the right place... But Jesus Christ, when you try to think about how much value you put on the club from when he first took over to now....makes you want to cry really.

I think it's unfair to blame Rooney.
He's doing the best that he can on a salary of 4.5 million a year.
He has a squad that's the envy of the championship.
He's great strategically based on the results he got last season.
The teams so exciting we have lots of potential buyers.
    Then I woke up!
The squads not good enough to compete at this level and efl have decided relegation is the right way to go for Derby.
They've made certain the club can't compete!

I think another poster commented in the week, the EFL are going for relegation by stealth. No manager can really succeed with this squad.

We are still restricted to looking at potential goal makers but I've seen nothing (other than the unlikely Delap link) that suggests we will find an answer to our goalscoring problems.
CKR is a battler not a natural goalscorer.
    We have little else.
Our midfield is defensive and below average for the division.
Morrison is creative and might net a few but I can't see anyone breaking double figures.
And we still need another CB.

This gets better…..making a profit on Joswiak and getting Grosiki in on a free capped until the end of the season and restricted wages meaning we don’t get stuck with a large contract. I’m loving our EFL imposed restrictions…..it’s making us so much better in the transfer market ???

Like 99% of people on here, I don’t know whether he’s “doing his best” or whether he is the main factor in the club not being sold. It’s guesswork.
All I can judge him by is the state that the club (which he owns and is ultimately responsible for) is in. And it is in the absolute doldrums.

Mel has been terrible at running this football club during his tenure, but he hasn’t done it purposely or with clear intentions to cause harm.
He certainly isn’t in the realm of Glazers, Oystons, 3 Amigos territory.
I don’t understand what could be gained from abusing (or booing) him. He isn’t a charlatan or he hasn’t been peforming a scandal. He must be well aware of how bad his tenure has been, and he is actively looking to sell.

Mel's intensions for the club were for the best and he's pumped poo loads into it. I don't feel negative towards him and he's been trying to sell for a while now. I wish we found a buyer and could just thank him for his efforts but the longer this situation goes on the more his rep is being ruined.

Absolutely. There are several others who are so much more obvious choices: Curtis D, Shinnie, CKR.
Sometimes giving somebody an aspirational challenge can be just the tonic they need to "flick" the psychological switch and become a leader. I'm pretty certain that others in the camp will be offering TL the advice that he needs. As Mckram says, it prompts a few observational questions of TL:
    1. Will he be a vocal and demonstrative leader on the pitch? I think he needs to show that.
    2. Will his self-discipline and attitude towards being "baited" by opposition "wums" improve. That needs to happen.
    3. Will his personal contribution to our attacking dept increase? It needs to. He tends to be a "1 in 4" player ie 1 good performance, and 3 very mediocre ones {he was virtually invisible v Notts Co at the weekend, gave 2 very sloppy balls away} and then scored the penalty {which some criticised him for, given its style}.
He certainly needs media training. His tone of voice, eye-contact, speech pattern and speech volume need work; and his body language on and of the pitch suggest a young man who keeps his problems inside and they weigh his shoulders down. So, he really ought to get some help with this.
Also, it is a gamble by Wazza. If 2 (above) doesn't happen, then Wazza must be prepared to re-think. But reversing the decision at some point in the future could be very counter-productive...egg on face, doubts about Wazza's judgement underlined, impact on TL himself.
Myself, I would not have done this, but if it comes off and TL thrives, scores more and inspires the Team to unexpected glory, Wazza will look like a very astute motivator. Very interested to see how this develops then...

Premier league statement on integrity ...
    "Integrity
We expect all Premier League Personnel to conduct themselves with integrity and in a manner that reflects positively on the image of the Premier League and football in general.  We expect all Premier League Personnel to be reliable, professional, honest and trustworthy both in dealings with each other and third parties.  This guiding principle informs the others that follow, and encompasses all aspects of our activities."
Should Rooney be expected to conduct himself with integrity to avoid tarnishing the name of the club.
He is rumoured to be earning 90k per week, circa 4.7 million a year.
Largely paid for by fans paying for merchandise and tickets.
I note that at present it's not confirmed if the latest news about Rooney is accurate, reliable or upto date.
