Let's be perfectly Frank, Mel may be the driving force behind a lot of things that the club does, but he doesn't personally start organising meetings and firing off emails. He, or his 2nd in command if he's not able, tells his marketing manager or head of communications "I want the lines of communication with the fans opened back up". The marketing man presumably writes reports on what's happened and that goes back up the chain. 

The fact everything has gone so quiet tells me it's a conscious decision from the top to cut those lines of communication. Understandably, with the current circumstance, but for me it is 100% a policy decision. 

Well done those groups who stood up and asked for some answers. We don't have to know everything, but consider the change in direction regarding fan involvement in the club in recent years. Either the club is serious or they were simply paying lip service.

It means there are restrictions on what we can do in the transfer market. If it's a soft embargo (which it most likely is), then it means max wages of £12k pw to new signings, no fees to be paid out to agents, no transfer fees can be paid, 1 out 1 in unless under a certain squad size (shouldn't be relevant to us).
Restrictions are loosened for academy/U23 signings, but they cannot play for the first team if the rules above aren't followed for that signing.

the only thing I have seen stated by EFL is as @Boyciewrites.  Tend to think that the additional bits are at the behest of EFL and maybe different in alternative scenarios?  The EFL rules are a bit light in some areas particular around disciplinary matters.  Do you have a link to your comments that you could share?

Think it's one out, one in. Think the outs can include players leaving through being out of contract. 

So Martin out, bring in CKR.... Bradders gone, bring in Bielik etc
