Already been suggested on here by others, but surely Sam Smith (Cambridge) is worth a punt?
Top scorer last season with 14 goals. Right age. Free agent. We need forwards.
Would much rather us take a gamble on him than pay a fee for, say, Conor Washington.

The perfect player to cover both wingback positions would be Steven Sessegnon who was released by Fulham. 23 and had a couple solid loan spells and can play both wingback roles comfortably

I am too young to remember the League Winning sides so I would say my best years following the Rams was under Arthur's leadership.  We had some phenomenal away support back then, which this last season has rekindle a little.  Seemed to be all fighting the same cause.

We know he’s a decent player, if the fee is as low as is being made out I’m genuinely surprised other clubs don’t think it’s worth a punt.

Perhaps less cynical but more naively, I am a little more generous to Bielik:
How on earth you can potentially hold him responsible for the transfer fee we paid is a mystery.
Yes, he was injured a lot but, I don’t think you can blame him for that. I don’t think he got injured deliberately.
From what I can see, whilst he has said he wants to play at a higher level than league 1 (which player wouldn’t?) I don’t think he has ever said he doesn’t wants to play for Derby. 
None of us know the facts but my gut feeling is that, whilst he/his agent may have had a part in the loan to Birmingham I also think it suited Derby (to help cover his wages and keep him in the shop window to hopefully increase his potential sale value) and the club may well have been the driving force behind the deal. Similarly, he may not be making any noises about a desire to return to Derby (sensibly given it looks very likely he will remain at Birmingham) but what have the club indicated to him? It could well be that directly or indirectly Derby have said something like we can’t afford your wages and therefore need to move you on (they may of course have sold it a bit better by agreeing with him that it would be better for his career for him to play at a higher level).

Not in the age bracket that we all know we need so I doubt we are in for him.

I think we’re desperate for some pace up front, and through the side in general.
Washington and Collins up front feels really uninspiring. Hopefully we have four strikers this season rather than the two we ended the last one with

I’d definitely take Dobbin back if we can. He has potential and think he will be even better next season as you say.

Perhaps not coachable, but something that players learn and develop as they mature physically and with experience in the first team.
The percentage of 19/20 year olds who start their careers as the finished product will be extremely small. Now I’m not saying Dobbin is at this level as I don’t believe he will be, but as clear examples Harry Kane wasn’t the striker he is now at 20 years old, Drogba wasn’t, Henry didn’t develop into the devastating player he was until later in his career, De Gea became a better keeper as he aged, Ronaldo went from scrawny, frustrating and talented tricky winger into a pure beast as he got older.
Dismissing any young player’s career, be that Dobbin or Knight or Bird or Sibley or whoever, just seems short sighted for me. Plenty don’t make it, plenty do, Dobbin has played one full season of men’s football and could build on that this coming season wherever he ends up playing. 

He is the one I would have been considering a loan again with a view to a permanent transfer

I wish we could have got Rangers for the Fozzie gig. That would have ben some testimonial. I remember Ted McMinn's with much affection.

Fozzy's testimonial is the equivalent of me selling tickets for a celebrity stripper event, and then announcing Gemma Collins.
