As people have stated, the only positive thing about him staying is that him going seems to signify there is no cash, we are financially unable to compete and/or suspect a points deduction. 
However.... him going and then there being a takeover, there actually being some money, that is entrusted to a manager who knows what they are doing?? Even better!

Well, if the points deduction was 20/21 and we were relegated then we would start League One on zero points. You wouldn't get relegated and then get a point deduction. 
Either way, I'm really not sure what the worst situation is - a season in the Championship in which we're horribly unprepared to partake which would no doubt lead to some really quite distasteful scenes and a lot of the young lads getting hammered by the fans. Ending in almost unavoidable relegation. 
OR
A relegation to League One where we are still disgustingly unprepared but with more of a chance of some of our U23s and U18s stepping up to fill gaps. I doubt we would be in the race for promotion but we should be able to keep our League One status. I guess whether we could survive League One financially, with the debts piling up, is another question. 
Both are absolutely horrific, but that's where we are - Mel Morris has to go down in our history as one of the worst owners this club has ever had despite his good intentions. The bloody 3 Amigos didn't even put us in a mess this big!

We can only play 5 of them. Any sort of injury crisis and we are resorting to our U18s in a matchday squad.

Or because the Derby County ownership are a bunch of inept idiots who couldn’t organise a *** up in a brewery.

I’d rather get relegated than start next season with a big points deduction to be fair. Would be a wasted season.

The time to panic was a while ago. This has been written in the stars for the past 12 months. Players aren't going to want to come to a club with no secure ownership, potentially a points deduction hanging over their head, with little to no players - IF they have other options on the table. 
We will sign players, we will have a team for the first game of the season, but I always said that I would imagine that all our work will go into the final 2 weeks before the season starts. I'd imagine a lot of them will be loan players to just keep the club ticking on without any long-term commitment. We face a mountainous task to even remain a Championship club. 

Welcome to the reality of the world we now live in.
European clubs are allowed to hoover up our best talent. But we aren't allowed to sign any European players unless they have umpteen international appearances and a shed load of first-team appearances.
Same rules apply to ManU etc., so they are picking over the bones of our Academy too.

Who's panicking? Rooney nearly managed to get us relegated to League 1 last season I'm sure he'll succeed this time around.

He’ll sign up for us. Who would turn down the opportunity to be managed by englands record all time goal scorer?

£30million for Bogle?

For all the criticism I could throw at Rooney, two things that seems evident is that the players respect him AND he's committed to the job. When you have an owner who is absolutely desperate to get rid of what looks to be a ticking timebomb. I'm personally reluctant to hammer the one guy who has been looking beyond the end of his nose for our club. All that being said, I'd be extremely surprised if we're handed a point deduction and still able to stay up under his management. 
Rooney is a good choice for us to being able to call in favours, plus he's desperate to make it work in management. He needs to carve out a job that looks somewhat successful here. He's got a lot on the line. 

The problem there being that young players should be focusing on development rather than how fast they can make the first team. 
We’ve progressed a lot of academy players recently, but how many of them have significantly improved in the first team environment since making their debut. 
At the end of last season, they all collectively took a step backwards: Buchanan, Sibley, Knight and Bird.
