No is the answer they have done this every close season since PP was built. It is needed to get the licence to allow spectators in be it for football or anything else... The same happens at every stadium or venue in the country.... It is earlier this year due to shortened close season.

The thing with his success so far in buisness is he has good people doing things he does not know how too. He openly admits he does not know how to run a football club but he is teamed with Cook and Stretford who do who he trusts to do it well.
In this deal on the stadium I am sure he has people well versed in the process and feels confident in them to the extent he does not need to be present at every turn and contracts are signed electronically now days.

There may have been a fee... the website I got the stats off says his move was a free like all his others.

Think CK will be here for the final signing and announcement. He said in one of his interviews he would like to be here to experience the platinum jubilee celebration so two birds with one quick flight.
