I think you are both being a bit disingenuous here. I read that, and align that with all the noises Rooney has made lately, trying to prove he is committed to this club. I take this as a sign of positive intent, albeit whether he has what it takes to be successful is another issue completely, I think what he's saying is he's here for the long haul and not going to snake away and distance himself from potential faiilure.

The 3pm blackout is a government thing, I think. I think they had to amend a law last year to relax it during Covid. 

You can’t buy the rights to an individual game.
No-one can show 3pm games in the UK.
Sky Sports have the domestic package so if a game is picked for Sky, we can’t show it in the UK. 
 
Pitch International have the overseas package, so if a game is picked there we can’t show it abroad except for countries that don’t have a broadcaster with an EFL deal, hence the dark markets.

Many on here might not like how Rooney manages the team, might not like what he chooses to do on a Saturday night but you have to say there is not a person in the footballing world who would begrudge him if he said "**** this for a game of soldiers".
Nobody is perfect, nobody is imperfect and I'm happy to say I admire the way Rooney is staying put and trying to fix this, when there is no reason what so ever for him to put himself through it. Again, cheap shot to say you'd rather he didn't because of his management skills but his commitment to helping solve the problem is more than most would say it needs to be.

Not my opinion, but some outsiders and maybe even some insiders who may know more of what he had to deal with than us fans do will see that he dragged a broken club under an embargo off the bottom of the league and kept us up in difficult circumstances. 
Then there is Rooney as a name plus his probable contacts within the game in terms of clubs, staff & agents. After all Lampard got Mount, Tomori & Wilson from his name & contacts.
