The lesser cost is offset by the far higher risk associated with the EFL not being impartial. We’d never get a result in our favour through arbitration so no point bothering. A preffered bidder with significant investment in the the club (but not yet finalised) I could see. Effectivly, the EFLs possition is a settlement must be reached with WW/MFC (which convieniently gets the efl off the hook for it's handling of things). They own (or hold the reins) on PPS, which is neither owned by DCFC or has any official connection with the administration dealings (although it may crop up in separate takeover talks). So no place at the table for either of them. MFC & WWFC are not currently owed any monies by DCFC and are not on the official creditors list. So no place at the table for either of them. EFL appear not to have invited themselves and clearly wish to be seen as having no say in the dealings, so no place at the table for them. That leaves Q, HMRC, and remaining creditors. That/Those meeting(s) were presumably completed long ago, so no need to drag extra chairs and a camping table in. All told, that just leaves Q.
