When I say recent I’m not sure how recent, but they wasn’t there in the early days, so forum dinosaurs like myself are working at a major disadvantage trying to appear popular on the internet. The laughing one can mean "that is a really funny post" or "I'm laughing at your pathetic post". Or the crying one can be "I really feel your pain" or "dry your eyes mate".
