I think that some players, staff, and hands will be offended by the morality of the apparent situation.
The statement - from him or the club - says that no sexual activity took place.
But this statement seems wholly irrelevant!
If he can do what he likes, then it doesn't matter if he had sex. 
But if it is important to state that it is important that he did not have sex - then this implies that it does matter what he does.
Therefore, it does matter that he was doing whatever he was doing in a hotel room, to which the women nearly half his age continued to have access when he was unconscious.
Ask yourselves. Would your husband or wife accept you having sex with another person? And if not, do you think would that they would accept you falling asleep in a hotel room with one or two young and sexually attractive strangers?
From some of the comments that I have read, I will now be accused of being Amish. Maybe I am. Why should I not be?
I think that some players, staff and fans will be offended.
And if his wife and family are offended too, then it is definitely going to affect his ability to do his job and manage the team.

Derby Manager Wayne Rooney's attempt to toughen up his team has backfired again, leaving 3 more players injured. Concerned about Derby's keepers struggling against physical players when coming out for crosses, he beat them with a baseball bat as they tried to catch a cross. Under fire Rams Boss Rooney has now banned the baseball bat from Moor Farm, though he insists this is not an admittance his coaching methods were disastrous. Rooney 35, commented that the baseball bat ban was purely a temporary measure until Colleen calms down.

Watched the Derby match stream today alongside watching the Trent Rockets smash the Braves. You chaps don't look to have a goal in you. Mel's really screwed you over big time. Makes Fazza look like a genius.

Rooney basically said even with the relaxed EFL embargo, it wouldn’t be possible to bring any players in as certain restrictions still remain. Though he wouldn’t discuss what exactly. Again stressed that he needs help from both inside and, if possible, outside the club.
 
This was from Rooneys press conference after after the game, suggest none of the players want a 1 year contract on 11k a week…

Any owner could mess (?) it up ...
But, he wouldn't be able to blame internal constraints ... or external constraints either ... if he bought up the club.

I know that the money goes to Derby, but I'm not overly impressed that Derby took my cash instead of providing a link to Salford's YouTube channel.

We didn’t lose Marriott because of the EFL. We didn’t apparently pay Peterborough what they were owed in a timely manner.
We didn’t lose Waghorn because of the EFL. He wanted to leave for more money than we were prepared, or able, to offer him.
I agree Rooney’s hands are tied right now. Perhaps we should pay up our creditors and submit some valid accounts. Perhaps then we might not be embargoed.

If we were forced to sell Buchanan to Forest then Mel and Pearce want running out ot Derby.
HRMC owed money, no updates on the accounts, no updates on anything of any note, embargos, umbongos, Buchanan to Forest would be the absolute final nail in the coffin for me.

The "EFL Welcome" part should have tipped you off that it wasn't. If it was it would have said "EFL Begrudgingly Accept" or words of a similar sentiment.
