Nearly all those marked as new will have to be under 21, only four in that list of 32 are, or three if Luthra is added: Clubs are required to submit a 25-man squad list to the EFL with only players classified as under-21 exempt from this requirement.

Despite being 22, Lutra counts as an 'U21 player' due to being 21 at the start of the calender year (anyone born in 2002 or younger). This also applies to Thompson, and Rooney. As such, we either need to make sure at least 2 out of the 5 'New' signings are 21 or younger (or 22 depending on birthday), or sell/loan 2 players.

Is that really how they do it?

Why would they choose that date when every other age group is based on the player's age on 1 September?

Just realised I was looking at last season's handbook. It's actually set from 2003 (so Luthra and Thompson would also have to be registered)

Where have you found this about 2003? As Thompson will have been 21 at the start of this year.

Loans, regardless of age are part of the 25 man squad too so Ozoh would count

Translated - 🚨 Djurgårdens IF and Derby County FC agree on a transfer for Jacob Widell Zetterström. The English club pays around SEK 20 million plus bonuses to buy the 26-year-old off. The goalkeeper must undergo a medical examination and sign before being presented.
