Palmer made 5 appearances for Huddersfield in the PL but he's also made one appearance for the Chelsea U23s... The worst thing is I believe a player can theoretically, be signed but still couldn't play. I know we've done it before where we've sent a player out on loan, but still played him in the occasional u23 match. The article linked does mention that the English FA treat under 23 games differently (actually it said under 21 games but hopefully it's the same) I'd be shocked if the club hasn't done appropriate due diligence on this.
