Showing my age now, but I remember Arthur Cox selling our prized asset Kevin Wilson in the old Div 3 to Ipswich.
Fans were shocked, but the money we got, allowed Cox to buy the likes of Geriant Williams and Gary MIcklewhite.
I suppose, if intentions are good at board level, then we have to trust the manager to do his stuff.?

And you think Warne and crew haven’t been trying like hell to address it ! It isn’t disappointing it’s a fact of life. What you really seem to mean is “why can’t I have what I want !” 
 

I fear you have been reading too many romantic novels this summer… ALL players are guns for hire and largely at any club for the pay cheques. I doubt Rhodes - or any of this summer’s new recruits for that matter - see playing for Derby as an honour.
And the ‘quibbling’ is more likely over £500k - the difference between his contract at Huddersfield and his likely salary for the coming season elsewhere. 

If we're in for him, I think the most likely scenario is we've made our offer and now it's up to his agent and Huddersfield to see if they can come up with a figure to settle the remainder of his contract.

Or perhaps (using your example numbers)….
Derby pay £3k but over 2 years
Hudds pay equivalent of £3k for 1 year 
Rhodes makes more over 2 years than he would staying at Hudds for remainder of his contract.

I don't like the 'entitled' argument....
But a year out of nearly going bust...
We have strengthened the whole team except the strike-force.
Yet we still have James Collins, Connor Washington...plus Sibley, NML..
And have 2 more signings potentially to come - so Waghorn, Rhodes   ... they may not be exactly what we dreamed of but let's at least have some perspective.

I’ve quoted the above points from your post from this morning, you say you’re asking if what he said in his interview was the truth or not. Earlier today I provided the quote from the interview in which Clowes stated he had set Paul Warne a budget that he (Clowes) believes is a good budget to get promotion from this league, he also added a caveat that there are no guarantees. So what potential mis-truth are you suggesting he’s said? I don’t get it. There’s nothing in what he said that’s potentially a lie, one part of it is a statement (he’s set a budget) the other part is his opinion (he thinks it’s a budget for promotion). He didn’t say “the budget is x amount” and now we’ve found out it’s not that. He didn’t say “we’ll spend hundreds of thousands on fees”. He didn’t say “we’ll spend any money raised from player sales in new transfer fees”.
Warne has in subsequent interviews explained that there is room left in the budget to sign players, and he thinks he’ll get better value by using the room left in the budget on wages rather than transfer fees. 
It is disappointing that we’re not signing players for fees, I’d love it if we’d taken a punt on Lee Bonis even though I haven’t seen him play, just that idea of buying a rough diamond and potentially turning a profit on him would be great…but the situation we’re still in as a club appears to be one of sensible restraint, either through choice or due to the business plan.
From what’s been said it seems clear to me  there is an allocated pot of money that is to be used to strengthen the squad, that pot can likely be used for transfer fees, agent fees, signing on fees, and wages. Warne and Pearce and the recruitment bloke have to work out how to get the best value from the pot of money and they’re choosing what they think is best. 
The bit I interpreted as you saying fans are entitled to know is where you said it would be nice for them to tell us what the money is being spent on. We’ll get info from supporters group forums, the accounts will show the figures when they’re released, Warne has seemingly been open and transparent in his recent interviews about the budgets…we get to know a fair bit I think. What we don’t know is how much we’ve paid out in wages to secure some of the new players, perhaps we’ve offered them good terms to secure them?
At the end of the day it’s your opinion and you’re entitled to it, I personally didn’t agree with your questioning the honesty of Clowes based on that interview as I don’t see where the lie is so tried to express that.

Just my view but I think you are wrong , we already have two strikers most div 1 clubs would be very happy with in Collins and Washington, add to that players that would walk into any div 1 side like Laing ,hourihane , cash, bird , barks then the fantastic recruitment at the back which includes wing backs who get forward and can hit a cross , I really don’t see mid table , I think you are hung up on seeing  names you believe will walk the division but really we are not that club and don’t have that owner and after the last few years thank god for that , I see a side that have the quality and management that will be right in the shake up 🤷🏻‍♂️

And yet despite all the good news I would be prepared to bet quite a lot that our expenditure still exceeded our income and that our owner has needed to find ways of bridging the financial gap over the last year and probably next too  
 It’s not us who has to dig our hands into our pockets any more than we do,  it’s him. Even free transfers cost money. He’s being careful and thank the lord for that. 

Spending huge chunks is what got us into this league - and now people are moaning we aren't spending all the budget? I despair.
Our budget is bigger, looking at the back-line signings alone I would be very surprised if Elder, Ward, Nelson and Bradley aren't being paid more than Chester, Roberts, Davies, and Stearman.
There needs to be a mental reset when it comes to transfer fees. Look across the board in League 1, hardly anyone is spending any money, let alone anything above £1m. The Covid effect is still in full swing.
