Under a soft embargo you can still sign layers on a free if the wages are less than about £12k per week or 75% of an outgoing player. 
There can be exceptions where you can sign a player for a fee, but you need the EFL’s permission.

Thank you for that. Where has the news we are under a soft embargo come from?

I think it's highly plausible we are under a soft embargo. 

Since the charge was announced in January we have signed two free transfers only. The only other player we were heavily in for in January was a loan. 

As others have pointed out soft embargoes are kept secret. Sometimes it leaks out, but we generally don't know. 

There were supposedly 4 or 5 clubs under a soft embargo last Summer. Sheff Wed and Brum were eventually confirmed. Reading was also speculated. QPR too. 

This also means that a soft embargo can be applied BEFORE a club is charged. 

Specifically soft embargoes are used when it looks like a club is likely to breach FFP, but it has not happened yet.
