That's onto the clubs to arrange. I would guess a lottery for games where tickets are already sold then a ballot for tickets for future games. Refunds for everyone who doesn't get to go.
There's going to be a lot of grumbling.

How do they choose whom the 500 spectators are every match?

I wasn't trying to be confrontational either, the phrase weasel words is an informal term for words or statements that are intentionally ambiguous.
I would say the same to anyone who labels or pigeonholes a person with a negative outlook a wrist slasher, positive a happy clapper and so on, so nothing personal at all.

Weasel words? - good grief, I was trying not to be confrontational - though I appreciate that's not in your nature....
Whatever words I used, you're still not entitled to an update......

Not sure where you get the 32% from as my understanding is it's 31% of players whom don't intend to have the vaccine but to answer your general question:-
Exeter City manager Matt Taylor told BBC Sport he would not be influencing any of his players to get vaccinated, stressing it was "their decision".
"From my discussions with players who haven't had the vaccine, there's a lot of influences, and they're understandable," Taylor said.
"Whether it be things in terms of enlarged organs, heart problems, respiratory problems, possible fertility issues, they've got a whole host of questions which come up and often remain unanswered.
"I've tried to educate the players as best I possibly can, I don't hide away from the fact I'm vaccinated and am encouraging my staff and players to be vaccinated.
"But it's personal preference and there's a moral compass here in terms of what players are allowed to choose and what they're not allowed to choose.
Derby boss Wayne Rooney added: "It's a difficult situation because everyone has their own opinions on it.
"I've had the vaccinations but some players, some staff, might have their own personal opinions on it," he told BBC Radio Derby.
"I'd personally encourage it, we can see what's happening in terms of needing vaccinations to get into places, but also to stop it spreading and to make sure you're happy yourself and your family.
"I'd encourage it but I can't make that decision for all the players and staff, unfortunately."

There I was thinking that their role was to dig through the mess that Mel left us in and try to pay off as much of the debt as possble - hopefully by (but by no means certainly) selling us as a going concern. Hadn't realised their remit was also to keep the supporters happy at the same time.....

I'm not venting my spleen at the administrators as they are only at the football club at all because of one person but so far they've been really poor at managing expectations.
Cynically too the longer it drags on the greater their whack.

They've done the opposite though. Had it drummed into me when I started my first job that if it's going to take 3 weeks to complete a project then tell your manager it's going to take 4. Cos after 3 weeks if it's not completed then quite rightly they'll be holding you accountable plus you've failed on a timeline YOU set yourself which is criminal. So always allow a little bit of wriggle room for things that could go wrong.
There's a definite skill and art in calculating then communicating realistic timelines that the administrators either have no grounding of or simply aren't bothered that their predictions move like the shifting sands.

I admire your novel method of reimagining what this season would have looked like, a brave departure from the norm.
Now if only I could convert this weeks lottery numbers I didn't pick for the jackpot for the winning ones I'd be a millionaire! Simples ?

I know but it won't be Rooney's say so if it's a toss up between selling a player to keep us afloat or keeping someone that Rooney wants to stay.
I have to say the longer and longer this goes on the administrators statements sound more and more like PR spin or hollow government soundbites.

They both have opportunist owners who would have factored that in.
It does come across as very distasteful if that's the correct word.

That's quite a leap fella! I suspect a certain Wane Rooney would have something to say were the admins to attempt to 'pull the wool' in this fashion. With all due respect, I take it as quite the opposite and until such time as there is any evidence supporting your notion, it might be nice to not unsettle folk further.
This said, I share your disquiet at the length of time being taken and also concur with your assessment that they have moved from being very open and proactive in their approach to comms, to being quite the opposite. Has an administrator ever completed the process on time, I wonder?
Perhaps Rams Trust might have enquired as to what their fee currently stands at and what it is likely to be based on the new timeline, if only to make Quantuma aware that they too are under scrutiny and rightly so.

Hopefully it will be more a case of them saying "Look Wayne we need to get £X amount off the wage bill. The best way of doing this is to sell one of the following players...."
It then should come down to his opinion which player he feels we can sell-on that would least impact on the way he sets up the team.

Occured to me roo. The idea they are trying to reach a prompt consensual agreement with parasites who want 50m plus in damages is either extremely naive or an excuse for extended negotiations whilst they get paid by the hour. I would be surprised if prospective owners insisted on this being settled pre-sale knowing that they will have to pay out for extremely weak claims post-sale.
HMRC seem on board, Morris & MSD have given verbal assurances & the EFL penalty issue has beeen resolved. These are the 3 main issues. We have to pay football  creditors in full anyway so would think we shouldn't be far from the threshold to get a creditors agreement.
    This smacks of unnecessary delay.

Makes no difference at all - we’re under an embargo which limits the players we can sign until the end of the season as part of the agreement on the points deduction…

Vultures is the word I would use.
People have lost their livelihoods, some probably their homes over what’s happened to the club. If we go into liquidation, I’m sure many more will also follow suit.
These two prats, who also happen to be multi millionaires just couldn’t help themselves could they, like vultures picking the meat off a dead carcass
there are now 2 clubs that I despise more than Forest and Leeds
