Just an update on this; the FSF Network Manager for Community owned clubs has offered to call me over the next few days to talk through various scenarios around community/fan ownership. I've made some points in the email below but is there anything else people would like answers to? Am happy to raise in the call & report back on here. If so, either reply to this or DM me ?
    My email to FSF btw;
    Hi Andy,
Saw your contact details on the FSF site & wondered if you could provide some advice
I'm a Derby fan & as you're probably aware, the club is in a difficult financial position currently with the incumbent owner looking to sell asap. Unfortunately this seems to have attracted a number of chancers & charlatans with 2 potential takeovers falling through already due to prospective buyers being unable to provide proof of funds by way of actual bank transfer.
As few of us on the main forum have been discussing the prospect of a fan owned club or at least a club majority owned by the fans & whilst doing some reading on the AFC Wimbledon model, the DonsTrust gave a lot of credit to Supporters Direct for advice given back in 2002 that enabled them to start from scratch & employ the successful model that has brought them back into the League.
I was therefore interested to learn what the framework of a viable fan led buyout could be, particularly given the size of Derby. Unlike AFC Wimbledon, we'd be looking to take on a existing large club with pre-Covid annual turnover expectations of circa £30m & unknown debts although rumoured to be around the £60m mark. I suspect any condition of sale would be paying off a proportion of those debts so the first challenge would be raising the cash from supporters to do this (possibly in the form of a bond rather than seeking external lending)
Any advice you could give would be really appreciated. I'm guessing you may have fielded a few of these from larger clubs from time to time - it'd be nice to actually land one & prove fan ownership can work at the top end of the pyramid!

Space frame construction, we first used it on open area shopping centres in the mid 80’s as well as sports stadiums (Suncorp Stadium, The Gabba, the new stadium in Townsville). Because it is all triangulated in can actually be made out of fairly light gauge steel. Add in the curvature framework, that frame will be very strong. The other advantage of space frame is how quickly the frames can be installed. We have to allow for huge uploads here being in Cyclone rated areas so I would imagine it won’t be too much of an issue at PP.

I've emailed the guy at the FSF who advises fan groups on how to get these off the ground. Our situation going to be very different from all of the other clubs under fan ownership as a) we would be looking to buy a large, existing club & b) any purchase would need to clear some of the debt off (assuming could come to some arrangement with Mel)

You see the relief of Stephen Pearce and Mel at full time against Sheffield Wednesday and you think well the club must still be in a salvageable position. If we were ducked anyway, why was there that reaction last week? Maybe I am wrong but at this point I think the media are putting out vague statements without truly knowing what is going on.

Beat me to finding/posting the tweet by about 20 seconds!
Some fans really seem to enjoy sticking the boot in to their own club. Things are bad enough without doing that.

Pretty sure that the esteemed Percy said that Cocu and co left by mutual consent plus that Cocu being the gentleman he is had waived most of the compensation he was entitled to and took only a negligible sum ?

I've seen that phrase used a few times recently on here.
Tabloid scum like the Mail exist because people trot out that phrase.
If you were accused of a crime you didn't commit, would you want to be judged by someone who believed there is never smoke without fire?

Can I just point out the factual error from the article that was posted, it said one point would send us down, it would not as our goal difference is better than Wycombe’s.

Lot of assumptions being thrown around.
A big assumption by the media (and the EFL) that by EFL winning their case and forcing us to restate accounts that this means we will breach the £39m limit and be subject to a points deduction. Club and people on here that have crawled through the finances seem confident we’re actually within the limit, therefore no points deduction and this EFL appeal has been a complete waste of everyone’s time.
Another assumption that Mel is going to stop funding us if (should now say when) this takeover doesn’t go through. Even the Mail are conceding Mel will stand behind the club until a buyer is found.
No points deduction, Mel still in situe, pride park open for business again meaning the much needed return of our main revenue stream, a vastly reduced wage bill, hopefully we can start operating within our means. As for the playing squad, with some wheeler dealing and Bielik coming back during the season, should be enough to put a team together capable of survival even with Rooney in charge.
As for any aspirations next season, anything above 21st is a bonus. My expectations have certainly been reset and hopefully as we start getting revenues back on stream and a bit more stable, a credible buyer will come in to try and take us forward.

Maybe it's my black and white tinted glasses, but that comes across as a little bit passive aggressive. "...playing within the rules. We expect our opponents to do the same."

This is an exercise in the EFL saving face, self justification, and placating bitter football clubs looking to do one over on each other. It is not about protecting football clubs from Portsmouth scenarios or the integrity of the competition.
The EFL is quite happy to overlook Watford and Forest’s unique methods of circumventing FFP (switch/loan players between clubs for fee values to help their compliance with rules), not penalise the overspending of the likes Villa Bournemouth Leicester QPR Wolves, and overlook the dodgy practices of Steve Gibson and the use of his haulage company to help circumvent rules.

They are choosing to follow this grotesque charade and to ruin the integrity of competition with league positions being decided by arbitration panels instead of addressing the fundamental issue, that parachute payments are creating a grossly unfair competition, creating spiralling wages and resulting in clubs needing to spend beyond their means just to compete. Much has been made of Derby’s spending, yet it’s been dwarfed by the clubs that have come down by the premier league, highlighted by the spending and wages disparity between Derby and both clubs they have lost playoff finals to. The irony of all of this is the main club fighting this - Boro - are doing it because we beat them to the playoffs. Did we have an advantage over them? No. They had a bigger budget than we did due to parachute payments!! They blew it on Assombalonga and others and failed.

How are clubs without parachute payments supposed to compete. Eventually the majority of those that do try and compete will eventually come into problems unless they have luck ie. they somehow get promoted. These clubs don’t want to spend over the odds on wages, they are forced to by the parachute funded clubs that set the market rate, like Boro giving Assombalonga £50k per week.
If they try to apply FFP for the past two seasons (average of 19/20 and 20/21) as has been suggested, half the clubs will fail it, they must do, they’ve had massive revenue cuts so how can they comply? Only the clubs who are parachute funded could possibly comply.

We will probably be punished to make a point and then FFP will be scrapped because half the league failing it will be ridiculous. It’s not working, it’s not making clubs more sustainable. How about fixing the distribution of money in the game and introducing salary caps either on players or in line with turnover if player salary caps is too difficult,  it would be far more effective and help level things up.
But regardless of the rights and wrongs of the EFL and Derby. I’m tired. I’m tired of reading about ERVs and FRS102, I’m tired Mel’s war with the other football clubs, I’m tired of all these jokers trying to take over our football club. When can it be just about Football again?!

You can call me a grammar pedant but I don’t care. This “appealing a decision “ drives me mad so I’m glad to see that John Percy correctly says “appeal against this decision “. “Appealing a decision” is almost as bad as saying “of” instead of “have”.

I think recalculation, but no points deduction due to the circumstances.
We started using it in 2015 in good faith. Those 3 seasons spending activities were related to that decision by the EFL.
If they told us we couldn't use it, our transfer activities would have differed to ensure we remained compliant.
It's a bit different to SW, who were not complaint, then after the deadline passed tried to put the sale in the wrong year to stay within limits. Even they managed to get their punishment reduced by 6 points despite blatantly cheating.
