Currently the CEO of Derby County is Pearce, not Mel Morris who at this point in time only remains as the owner and sole shareholder.
In a UK company the CEO is responsible for the day to day running of all aspects of that company including communication and strategy, so I suggest you direct your bile if you must at the appropriate individual. 
I would think that the decision not to give a running commentary on every minutiae of the club is an easy one to make as an owner, if for instance you are going through chemo and/or some other debilitating treatment and catching covid at the same time.

The Premier League to be reduced from 20 to 18 clubs.

Nine Premier League clubs (Arsenal, Chelsea, Everton, Liverpool, Man United, Man City, Southampton, Tottenham, West Ham) to be given special power over rule changes, broadcasting rights, and even club takeovers.

Which given the comments on this site a lot on here would support, especially the removal of parachute payments and a MUCH bigger share of TV revenues.

Regarding Mel and your assertion that he was responsible for the accounts submitted to the EFL, I am sure he would be the first to admit he is not an accountant and that it was a job best left to the CFO at the time Mr Pearce obviously.
Here is what Mel said earlier this year in February " I’ve got a few other health issues as well. I’ve had a few bits chopped off here and there, from my bowel and my back, that haven’t been helpful.’ " so my comments were not supposition but based on a document I thought very credible the selling agent was a French financial house and as such perfect English not likely, and an interview with Mel available in the media.
FWIW  they do not remove part of your bowel unless it is serious and is usually accompanied by Chemo  and I speak from some great experience with a close friend who had such a diagnosis and the chemo associated with this particular disease is very brutal. Also the need to remove part of the bowel would be stage 2 which almost  always is accompanied by Chemo.
