Rooney's salary is 90k per week, so circa 4.7 million a year.
Salary, Income, Net Worth: Wayne Rooney - 2021 - WageIndicator.co.uk
As to paying championship salaries in league one, thats up to who ever the new owners are, but assuming they are any of the millionaires that are rumoured to be interested in buying the club and assuming that they want entirely overhaul the club and that they want to get promoted, they will need the very best players for that.
There's no salary cap in league one.

I believe Rooney on 1.4 million a year?!
1 million a year plus guarantees the best manager from league one in my opinion.
Any new Derby owners will paying championship salaries if we are in league one, those salaries will encourage the players to sign for us.
We might have to pay above the odds for a league one top striker but that's probably less than top scoring championship strikers.

Does Rooney have a quality team to work with.
Has Rooney had significant investment made available for spending in January.
Have the auditors guaranteed that potential investors have one week to get their bids on the table for Derbys sale.
Do new managers sometimes get lucky breaks, as in my opinion happened at Barnsley.
Did Mel Morris sell of Derbys best players weakening the team, to where they were easy to beat because they are made of youngsters and old men.
Does Derby have one of the oldest defences in the league.
Does Derby have a quality regularly scoring striker.
Does Derby have a talented and ball winning Midfield.
Even given that scenario, has Rooney got the club at least drawing the majority of the games this season.
Remember without the 12 point deduction, the club would be almost mid table and that's given all these things which are out of Rooneys hands.
Remember most quality managers would not want to be Derbys manager, under these circumstances and with the club at the foot of the table.
Remember Rooneys worth millions, he could easily walk away, but he's chosen to fight for Derby.
If the fans stop supporting the manager and players due to circumstances, that demoralises them. Under those circumstances how can they perform at their best.

Efl can hide behind that old chestnut, but can't say they are acting in the best interests of the club.
How is the 12 points given, plus a potential 9 further points meant to do anything other than relegate the club especially given that they also bring in players due to transfer embargo and a block to how much can be spent on wages.
    I think that's too harsh a punishment.
The efl are supposedly acting in the best interests of the clubs, but I question whether that's true.
If derbys appeal succeeds and points are reduced, efl can still add the extra 9 points or are they going to see if Derby are relegated and then hit the club with the 9 points next season.
For me it's all about making money for the efl.

Expenditure of championship clubs summer 2021 ...
    1. Sheffield United
Net spend = +£25.20m (Income: £25.20m, Expenditure: Nil)
    2. Bournemouth
    Net spend = +£21.60m (Income: £24.21m, Expenditure: £2.61m)
    3. West Bromwich Albion

    4. Blackburn Rovers

    5. Stoke City

    7. Cardiff City
Net spend = +£900,000 (Income: £900,000, Expenditure: Nil)
    8. Preston North End
Net spend = -£1.26m (Income: Nil, Expenditure: £1.26m)
    9. Nottingham Forest
Net spend = +£788,000 (Income: £788,000, Expenditure: Nil)
    10. Derby County
Net spend = +/- £0 (Income: Nil, Expenditure: Nil)
So parachute payments makes a difference. The efl knew Derby had zero chance of being competitive without spending and had in fact already been forced to sell a number of key players that could have helped the club.
It shows how great a manager Rooney is to be achieving anything with a threadbare team, imagine what he could he could achieve if he had the spend power of the top 4 teams here. He probably needs that spend power since Derby require a significant rebuild.
I like how our defence is performing but let's not discuss their combined age or whether we think at there age they would do so well next season.
Guardian when he took over Manchester City built from the back, knowing a strong defence makes a strong team but he had a major budget. Rooney has had significant spending issues.
The efl are responsible for giving Derby 12 points and could soon give 9 more, they have tied derbys hands behind their backs and send gey out of that one.
The efl are derbys jailer but I don't believe the crime fits the time so to speak.
If the efl really cared about the championship they would add a spending cap like they previously did in League One.
The spending cap could be agreed across all teams.
They would also give more power to fan organisations.
In Germany, The 50+1 rule guards against this. In short, it means that clubs – and, by extension, the fans - hold a majority of their own voting rights. Under German Football League [DFL] rules, football clubs will not be allowed to play in the Bundesliga if commercial investors have more than a 49 percent stake.
In essence, this means that private investors cannot take over clubs and potentially push through measures that prioritise profit over the wishes of supporters. The ruling simultaneously protects against reckless owners and safeguards the democratic customs of German clubs.
I can't see that in the uk, but what if fans had to have a representative on the board, whose voice had to legally be listened to, would that be unreasonable. That would be about transparency.

The efl is a membership organisation, not an auditor.
I've worked for auditors and accounting firms, and they are very professional in their approach.
They would not have recommended amortisation to Derby if it was wrong.
The efl said that was unfair to other football league members and we objected.
We'll find a way to punish you so no other team can use this perfectly legal tactic.
We give all the advantages to the clubs who have received parachute payments.
You other clubs better not do anything beneficial to you or we will investigate.
The efl imposed a salary cap on teams in league one, which the players opposed and sued to have removed.
Like any other membership or trade union, the efl will try to do what is best for its members, but that does not mean they are always the best qualified.

Derby - Hey, here's our accounts. By the way, we used an alternate method involving amortisation.
EFL - Hmmmmmm. It's unusual, but fine, we'll sign off on them.
    *Years Later*
EFL - Lol, changed our mind, now they aren't ok.

Derby - We've sold our stadium and will add the profit to our accounts.
EFL - We don't like that, but it's not against the rules. We disagree with the valuation of the stadium however.
Derby - OK. Here's a valuation from an independent company who provide a similar figure.
EFL - Nope, we don't agree with the professionals, we'll begin disciplinary action.

Independent panel - Derby didn't do anything wrong.
EFL - Meh, what do you guys know. We will appeal with a new independent panel.
New independent panel - We believe a 100k fine is appropriate for Derby's wrongdoing.
EFL - Nah, we don't like that, let's appeal. Oh and let's also try and relegate them after the season is finished.

Derby - Hey, we've renewed Jack Marriott's contract.
    EFL - OK.
    *6 months later*
EFL - Changed our mind. Marriott is free to leave. And no, you can't sign anyone to replace him, Waghorn, or any of the other players who left.
    *Months later*
Derby - Please, we don't have enough senior players to even field a team, just let us sign some.
EFL - *Sigh* Fine, but only 4 or 5. And no more than 4.5k a week! And if you re-sign players like Davies or Wisdom they will take up 1 of those spots.

Derby - Hey we're having some injury problems and would like to use a couple of young lads, but they'll then count as senior players. Can you be a little lenient with this?
    EFL - Lol no.

£1m wouldn't fund the academy as well as a competitive wage bill during normal times. Maybe Covid has started a reset - there were many more free agents this summer so lots of bargains to be had.
Historically though, trying to get promoted means funding losses or finding a clever loophole. Watford's loophole worked, Wolves' loophole worked...Mel's just led to disaster.
I'm guessing that any non-billionaire bidder will have a 'loophole' strategy, or just be naive enough to believe that they can limit wages enough to be sustainable. If it is the latter then we could be back here in a few months.

I think the main point of this bid is that we can now rest a bit easier that we are not going to be the next Bury.
Kirchner looks to have the funds and appears to be credible enough to pass the owners test. Presumably, as he's gone very public, he fully intends to complete the takeover. That gives Derby County a future...and that has to be a massive plus.
What this will do is focus any other serious bidders. They now have to move quickly and out bid Kirchner.
Personally, I'm concerned that Kirchner isn't wealthy enough. GSE's investors got fed up with funding losses. Mel decided he could no longer fund the losses. Unless something changes dramatically, if we are going to be competitive, there will be losses to fund until we finally make the Premier League - sustainability is just a pipe dream. £2m a month, which is about what FFP allows given that much can be 'written off' against the academy and infrastructure, should be pocket change for a billionaire, but very significant for a multi millionaire.
