Because they transfer their players between Forest / Olympiacos that just happen to both be owned by their owner. Latest transfer being Carvalho for an “undisclosed” fee - likely to be the amount to keep them within ffp.
EFL don’t appear to see any unfair advantage though, nothing to see here.

Bradley Johnson has confirmed he's leaving Blackburn on a free transfer. I can't imagine it's very attainable given the fact he's almost certain to have better offers, but I'd love him back.
Thought he did really well for us before, he was just a victim of our big spending spree and the massive expectations that came with it. It wasn't his fault we paid £6m for him, but he still did a good job. Even if we end up renewing most of our current squad, we're still going to have a very young midfield. He would add some experience and physicality back in to it. Would tear up League One.

If the 6k wage cap is true you can't knock any of them that are being offered more if they do leave, they have families and I know football is very well paid but it's also a very short career, fair play to all for the fight this season and good luck to any that do move on.

I just think Kirchner doesn't want MM involved in any way. Neither do we, or Team Derby. I think Team Derby have a history and relationship with MM that puts them in the best place to negotiate a dignified departure for the owner, which leaves the stadium in the hands of people who care about the future of the club.
I actually wouldn't mind if the council owned the ground long term but more likely there will be a transfer in due course. 
As for CK's money, the Sun reported yesterday he has shown proof of £100 million to the EFL. Why 'waste' £20 million of that up front, if he can keep it to invest it in the team, then he'll be in a better place to buy the stadium back down the line.
