According to Owen Bradley we've had 2 bids rejected so that suggests we failed to meet Leicester's valuation of him. If we were that desperate to get him then why not just pay what they want rather try and get him cheaper?(which was never going to happen) I doubt it would have been that much more to what we have bidded as we haven't been put off.
