Can't remember, as what I read has now left my brain again!
I recall something about state of ownership/state of registration, blah, blah, option to throw it over to someone else etc (as to who carries out the investigation, and under which governing bodies). It's all in the first few paragraphs of the linked report.
What I can say though, is that all the wording in italics (in my post) was taken from the linked pdf (posted by @RamNut, top of this page), which appears to be the official report from official investigators... thus far!

Just thinking out loud... really not a biggy, but it could be a slight improvement (in my opinion)...
The timing of posts... A few days ago shows the date only. Earlier today just gives the hint of "1 hr ago" or "3hrs ago" etc.
Timing can be critical... particularly on match days! "Did he post that before our late winner, or after?" "Was that post made before or after the red card?" "Did he post that before I posted the same thing in a different thread?" etc.
Even with the "5 days ago", we have to count back, to work out what day that was. Matchday? The day before? The day after? Was it just after midnight (3 hours after a game) or late that evening (24 hours after the game)?
Can the posts therefore show day, date and time, or is the current approximation the best we can hope for?
...not asking for a friend... for obvious reasons!

It normally does! Thing is I just join the motorway safely and sit in the inside lane a good distance behind any lorry doing around 55-60mph. The morons behind me shoot into the outside lane doing 80mph+ and I usually pass them 15 minutes further up the road. I don't swap lanes at all unless behind a very slow-moving lorry going up hill for example.
Imagine how many of those outside-lane morons you'd pass if you occasionally upped it to 65mph, and overtook a few of those lorries, before immediately returning to lane one.
