Not sure what you’re trying to say with the title. 
I think you’re just saying our budget has gone from the top to perhaps the middle. Whilst that’s true, I’m not sure I’d use the word “restricted” as that’s misleading.

Hard pass. 
I get it, he wants a bit of security from what could be his last decent contract.
But we can’t have a player who’s likely going to be an infrequently used back up tied to a 2 year deal. 
He’d probably get a decent two year deal from a play off chasing/mid table league one team.

Because some (and I’m not saying you’re necessarily one them) will be getting angsty if we’re not flirting with the play offs at Christmas, and to me, that’s an unfair expectation to have.

In a different role, I think he still has a lot to offer. A attacking role in a midfield trio without such demands on pressing/defending that he had in Warne's team, and he should be still flourishing.
