I have no idea what's gone on but here's my theory. Rooney made his decision some time ago, when the Kirchner deal eventually collapsed. He notified Rosenior not to take the Blackpool job because he may get the Derby job. Today he informs the administrators of his decision now that the clubs survival looks to be secured.

He backed the wrong horse in Kirchner. Conducted himslef very well during the mess last year but didn't prove himslef as a manager. Maybe he has other job lined up, strange timing otherwise.

    Seemingly inevitable for weeks now.
    I've been saying for ages I wouldn't blame him, and, I don't.
I wish him all the best going forward and thank him for his efforts.
I suspect his mind has been made up for a while but he didn't want to announce it until the club was safe, as it seemingly is going to be now.
Goodbye Wayne, I don't think it's panned out the way either of us wanted, but you have my respect and admiration for the way you've led us over the last 12 months.

I thought he’d be here for the rebuild and dead set on doing that. He’s turned down ‘better’ opportunities despite our predicament and stayed when not many others would’ve done the same.
But the same day we have positive news with regards to Clowes coming close to buying the Club, he walks. It now makes me think that his loyalty was based on more of a vested interest with a larger say in the Club, with his agent playing a key role with Kirchner. Now that’s not going to happen, he’s off. I genuinely did think (and still do think) that he had a strong connection with the Club and the people. Maybe he was only prepared to be a League One manager if he had the connections in the boardroom to go along with it.
I’m gutted he’s gone. The draw for players current and new would’ve been a massive advantage to us in League One. We need this takeover sorted asap, because now we need a new manager on top of a new squad.

Yeah, football's problems go far beyond the EFL.....Premier League, UEFA, FIFA, Sky etc.
Basically, money - or, strictly speaking, the distribution of it - has destroyed the people's game.
(Don't get me started on Boris ?)

There is plenty of things the EFL need to address, but it's not always simple. The one thing that the EFL really must balance is the ability for teams to be competitive which gets harder and harder every single year. The problem with parachute payments is that it's essentially a Premier League clause, not Football League, so you can forget about getting rid of that because you need the owners of Premier League clubs to vote on it.
The EFL needs investment. Honestly, I don't understand why they try so hard to restrict spending because the 90% of the spending is EFL club to EFL club.
Let's take Jack Marriott for example - we paid somewhere in the region of £2-4m for his services which in hindsight we shouldn't have done. However, Peterborough were able to use that money to sign Ivan Toney. Without us signing Marriott, they don't sign Toney and they don't flip him for 10-20x the profit.
You restrict teams with money to not spend money, the knock on effect is that you reduce the market value of football players because there isn't enough clubs spending money and the lower league teams essentially don't have a market to ship their best players. It seems they only look at the buying club spending the money, rather than the selling club receiving the money.

The EFL also saw fit to disregard the 3 High Court Judge verdicts they had sought to establish the creditor status of the parasite claims.
They enabled the solicitors of Gibson and Cowpig to muddy the waters, defer progress and sustain doubt of the claim validity.
It was in the EFL's power to crush actions of Club Vs. Club and also to accept Q's legal findings - but they wouldn't, so it all dragged on until bids / PB's were nixed and the assured relegation strategy was fulfilled.
If Q wanted to detail the ups and downs of liaison and point to the money and time wastage over the period, it would make a good handbook for the EFL of how to reduced a club to rubble.
Full of anger at the EFL; it will not subside but will be compartmentalised, once Clowes is in the driving seat and Rooney is permitted to recruit players.
    Watching and waiting!

I think this is looking like the most positive stage of our administration so far. Maybe just behind the day or two between Kirchner proclaiming himself the saviour of Derby County on Twitter and that pesky Jubilee Bank Holiday.
What gives me the most hope is the EFL (no, stick with me, you’ll see where I’m going). For the first time in a long, long time, we’ve actually had a positive statement from them. I was expecting a shitty little dig from them when the fixtures were announced. Some kind of alternative fixture list, a warning to Oxford fans that if they’re planning to stay in Derby for the first game, make sure it’s refundable.
When that didn’t happen, and it was just a plain old ‘this is who you’re playing’, then it seemed like there was some kind of movement. It turns out that the stadium and the loan for the season was sorted before this, hence the EFL just about being able to refrain from doing what they do best and rubbing salt in our wounds.
Throughout the process we’ve been told X, Y & Z have been obstacles, and they need sorting first. It seems like the stadium was the final thing to sort, so I really hope we finally get to do what Quantuma said many moons ago, and be pleasantly surprised by how fast things move now.
