At the Fans Forum it was clarified that we could pay transfer fees. So if we didn't that was choice.
The point trying to be made was if we'd have paid a big transfer fee for a player who would also want high wages the hole budget would have been used up on one or two players coming in.

But if you pay high transfer fees those players would surely want high wages so it's a bit of a balancing act.

I don't know what our budget is compared to others in this division but I've never seen any information about it so just like everyone else I'd be guessing
