No it couldnt have. He made loans to the company that purchased equity in DCFC.
If he wants to recall his directors loan in that company then good luck to him but not sure where he is getting the money from, he has already pilfered our biggest asset to reduce his liability. 
The club do not owe him anything. 

To be fair he did say that he would leave to the running of the club to people who know what they're doing. It's a wonder how he got Gary Cooke on board if he doesn't have the funds. The whole thing is just strange.

Hate to be negative but I assume they have to carry on "business as usual" until they are told otherwise... I've been in similar positions at work where we've planned things for the future 99% sure that future doesn't exist 
So I wouldn't read into that much
That being said, I just can't see us liquidating whilst we have people wanting the club, whatever the time constraints

I thought he could, in the form as a creditor with everyone else, meaning he'd be owed the biggest chunk leaving less for everyone else? 
But he's written his debt off as it stands?
I thought his insurance against us playing elsewhere was that he'd call in his debt if we did that

I would say there is a difference between being locked into an economic act i.e., doibg things that are factored into the world economy and are structured to the point you struggle to avoid such as driving a car or heating your house and making choices to interact with and give validation to terrible regimes such as Saudi Arabia.
