He’s conveniently claiming ignorance of Boro’s claim. A ‘quick pay off’ is not an option, due to the knock on effect with Boro. He can Foxtrot Oscar. 

Claiming ignorance of Boro’s claim (yeah that’s believable) allowed him to sidestep the obvious inference. If we bow to Wycombe, to any extent, we will by extension need to bow to Boro.
