I'd imagine it's at least partially to do with the fact that it's a lot harder to evidence and build a case for 115 charges than one or two, and when you factor in that the accused party is doing everything they can to drag out each individual charge then it could take another few years to get to the bottom of it all.

Not sure how accurate this is but I was discussing the Forest FFP stuff with a mate, he seems to think it's because they didn't sell Johnson in the right FFP period for it to mitigate their spending, but Forest will argue that by waiting they got more money for Johnson and this somehow makes it ok.
