You're right, however it seems like we're up against both.
The FA is investigating the wages issue. The EFL is responsible for implementing -3 if they wish.

I have no idea how much he has. You could Google it, but again it wouldn't necessarily tell us an accurate figure. In 2018 he was listed as being worth £252mil, how accurate that is I have no idea, but my hypothesis for the deal, and his motivation, is this...
Whoever buys Derby County will be buying a club that has to operate under restrictions for the next couple of years at least. That includes how much we can spend on wages and transfer fees. In League One, in theory, it should mean that with our revenue we will be able to be self-sufficient. We can start to look to build again without having the possibility of forking out extortionate amounts. We can give longer contracts than 12 months to players, so if we can recruit another Luke Plange or Malcolm Ebiowei, like we have managed to do whilst already under restrictions, then they aren't going to be poached off of us without our say so. If we choose to sell them, we get a fee to benefit us.
Meanwhile, while we're repairing ourselves and improving, we become much more of an attractive prospect to a more ambitious buyer. We won't have the debts, we won't have the admin fees, we won't have a loan against Pride Park that essentially blocks any sale for however long.
If Clowes doesn't have the funds to keep us beyond our restricted period, I doubt he'd have anywhere near as much trouble selling us. And comparatively, he would still own a stadium that he's bought for a pretty decent price, and could use his business expertise to make a profit on. He also would have saved the Club he's loved his whole life without denting his *reported* net worth much at all.
I think if Clowes wanted the Club for himself indefinitely, he would have entered the game a lot sooner. But he's in because Derby County dying is simply not an option, and if spending a portion of his wealth on us for a couple of years whilst we heal is the price it costs, then I think he's only doing what 95% of us would also do if we had his level of wealth.

Exactly this, he's decided he can afford the takeover and the fundung agreed under the EFL business plan.
Probably a realistic worst case is after the EFL restrictions end the ongoing funding is basically the same as it was under the plan whislt seeking a buyer to take us on.
Realistic best case, who knows, but likely to be in the slimmer championship budget range (based on nothing but me pulling it out my bottom).
In terms of IF (and the IF is pretty big considering the takeover isn't even done) DC only sees himself as a temporary custodian of the club until the current crisis has passed, it'd be a lot easier to sell with much reduced running costs, no "web of Mel" to untangle, no legal disputes to settle, no EFL sanctions to consider and a decent sized stadium to play in.

Been lurking for years, posting more regularly throughout the admin process. I’m a mix of optimistic and realistic in my views, also down to life experience I’ve learned the hard way to worry less about things I can’t control and focus on the things I can.
All for healthy debate and discussion, I get why you asked the questions, my view is we’ll find out in due course. Morris had money and threw it around causing all manner of chaos in the end, Clowes may repeat those mistakes or do something completely different, we’ll have to wait and see.
What I want to see is the club ran sustainably, carry on being a big fish in a smaller pond until we’re definitely ready to go up through the leagues. I don’t fancy being premier league whipping boys again anytime soon, that at least looks likely not to happen for a looooong time.

That depends entirely on what your expectations are. There are many examples of football clubs that are owned by people who are wealthy but not on the level of a Mike Ashley or Mel Morris, those clubs are ran within their means and exist for the fans to attend, which is something Derby has come dangerously close at ceasing to do.
There are a number of clubs who’s owners are worth considerably more than Mel Morris is reported to be and those clubs aren’t punching at Premier League level. Wealth doesn’t always equal a successful business or football club.
I am happy that it still looks like I’ll have a club to support, a club that once debts are settled and sensible business models put it place should be capable of competing on the pitch using revenue generated from a good sized fan base and an excellent academy.

Yes, I listened to it. He was later corrected by Darren Robinson who said that actual number of players available when their contracts expire on Thursday is around 450 ( at all league levels) as 250 or so have already been snapped up or have a deal in place. DR is the expert in this field so I would take his figure. He also gave a number of players at league 1 level who would become available but I can’t remember what it was.

Well I think Mr Couhig is an excellent man and sets a fine example with his empathetic treatment of a fellow EFL member in severe distress. The fact that the EFL board didn’t stop him taking unilateral action against another club, in effect breaking their own rules, cannot be blamed on such a fine upstanding owner. I would personally nominate him for an honour for services to football and wish Wycombe all the best for the season.

    It seems to be a perspective some fans have based on the statement Clowes issued last week. Within the statement they said;
“With a deadline looming and the start of the next season getting closer, we needed to do something.
As a local and established property Company, purchasing the stadium seemed the obvious first step. Secondly, as a proud Derby supporter, it was inconceivable to me that the Club was at risk of falling away. We’ve worked tirelessly behind the scenes on the stadium purchase and loan agreement to be able to get the Club going again in time for the next season.
Players, staff and fans needed some good news, and we are delighted to play a part in delivering that.”
Some fans have interpreted that statement as a reluctance to taking the club on, as in “we have acted because no one else will but we don’t really want to”, whereas others such as myself see it as a more positive and proactive step in that they saw that they could help so chose to do so. All a matter of perspectives I guess, like the newspaper talk of Clowes seeking additional investment, some see it as “he hasn’t got the money/doesn’t want to spend his own etc” and others see it as “he’s seeking further support to ensure the club has a robust backing”.
Each to their own I suppose ??‍♂️ Either way the clubs future looks to be secured ?

So he's trying to instigate a BAFO from Ashley by buying the stadium that Ashley is adamant he wants as part of the deal? And even were this the case, is it a given that with Ashley having tried and failed to lowball Morris on PP, that DC would be happy to accept a £2 to £3 million hit on his newly acquired asset simply to allow a man with 10 times his net worth to get it on the cheap?
And how could he have been more aggressive in getting PB status when exclusivity sat with Kirchner? Seems to me he's been aggressive enough since that exclusivity was rescinded. I think the question you've obviously overlooked is clearly why has Ashley not been more aggressive?

Kevin. Sometimes I greatly agree with your assessment on situations, and other times I shake my head in wondering how you came to a conclusion.

So, this one is a head scratcher, because I’m not sure if I am just misunderstanding you.  Did I miss a statement? Where in any of the reporting has it been indicated that Clowes ‘doesn’t really want the club’?

I hope you aren’t referring to the comment that he is looking for more investing. As that is not indicating that:
    A. He doesn’t want the club.
    B. Can’t afford the club.
    What it is indicating:
He wanted to buy the club. And is happy to take on more investment in order to:
    A. Get more funds into the club.
    B. Reduce risk on a high risk asset.
