L2 team at home in the second round, then Arsenal away in the 3rd. They'll knock us out without clogging us and without any shame in losing. Then we can concentrate on the League. League Cup is only worthwhile for about 5 Prem teams who aren't going to win anything else or finish top 4 but aren't going down.

Can we draw any side not competing in Europe in the second round, or is there seedings?

 

Anybody's guess. From the rules of the competition:

 

 

4.3 The Management Committee shall adjudicate and/or take any necessary steps in the event of any ties interfering with competition rounds or ties either clashing with UEFA club competitions, Football Association, Football League or Premier League matches. If required, this may involve the introduction of seeding arrangements as necessary or other such action as the Management Committee deem appropriate in the circumstances.

 

It's the only mention of seeding anywhere.

There are seedings for the 2nd round only.
