That's definitely one easy measure to make a good step in the right direction. Do away with Parachute payments and put all that money into the leagues overall.

Also to your big club point; big clubs would work their way back down. But yes, measures would have to be taken to protect smaller clubs financially in the early years.

That's where "Solidarity Payments" come into it.

A rough estimate suggests L1 clubs receive £1.7m from the EFL and Premier League deals (60:40 split), whereas L2 clubs receive £1m (50:50 split).

Premier League payments could remain the same, but a better TV deal for the 2nd tier would most likely mean more filtering down to the lower leagues.

I think you are exactly right, I suspect the story has been planted. 

Uefa want to expand the European competitions. The big clubs want this too. The only way to make that happen is to reduce the size of the Premier League to 18.

But you can't do that unless clubs vote for it. 

How do you get the likes of Burnley, Palace and Southampton to vote for it, when it's plainly not in their interests? 

You create a new League and promise more money so that the impact of relegation is not so hard felt. 

I think this is real and the Premier League are testing the waters.

Why?

The Premier League distributes its money fairly among its members; increasing each time a new huge TV deal is done. The top 6 (although some of their status as such is becoming more and more questionable) are 6 of the richest clubs in the world and just want more. That's greed.

The entire EFL gets nothing like fair returns from the EFL based on the income the EFL makes on the competitions; and even after the EFL continues to sign off on sub-optimal deals. The proposed split is due to teams wanting to be given the opportunity to generate more money for competition outside of the PL and receive a fairer return on that money they generate.

As @Ghost of Clough says the whole thing about Solidarity payments too are being discussed as increasing with this move to aid the lower leagues far more than the EFL/PL currently does. There's no such discussion related to the European Super League.
