Do Amazon police their sellers?

You should pay duty on everything that you import as a commercial transaction from an non-EU country. Most overseas sellers on Ebay or Amazon have 'small print' which informs you that you are liable fro any charges that customs impose. However, customs only check about 5% of the stuff that comes in, so you often don't have anything else to pay. A lot of sellers from China try to convince customs that the item is a gift or include a dubious invoice for 99p - thus reducing the duty to pennies. Despite this, it is the buyer's responsibility to pay the import tariff.

The problem is of course, that we but from abroad because it's cheaper, despite the extra delivery costs. Yet, if we actually had to pay import duties as well, most of the potential saving disappears. That is why importers play down and try to circumvent import duty.

If your seller has agreed to refund you this it probably means that they are just trying to protect their review ratings.
