Building works - advice needed

Maybe the Renderer isn’t vat registered and the builder is? Therefore the builder has to add 20% and maybe a percentage of profit onto the bill the renders give to him?  Plus the renderers probably gave you the verbal quote assuming the builder or you would hack off the old render?
