There's no need for this. Just wash your hands correctly before you leave the toilet block, then dry using the air dryer. Simple.

And trying to kill every germ is not only impossible but also silly. We do need some germs you know.

No point washing your hands, soon as you use the door to get out you're infested again by the person before you

Lol. There are probably loads more germs on yer own keyboard than there are on toilet door handles. Public toilets and their furniture (door handles and taps) will be cleaned & sanitised regulaly.

If you're still in doubt, keep a bottle of hand sanitiser in yer pocket.

Yeah, I wouldn't want a UV light shined on my phone screen I'll tell you that.

You'd be amazed at the number of germs still visible under UV on hands that have just been washed. They failed to use the correct method.
