That's exactly what we were told too - but the social worker was trying to say that the reason the private fostering arrangements break down more often is because the private companies don't take as much care in matching the kids with carers who they know will be able to cope. I probably used the wrong term when i said "less stringent on the acceptance criteria" - should have said matching perhaps. As you say - they still get paid up until it breaks down and then they give the problem back to the council. All wrong
