What she does report, though, is that there is a greater chance that private foster places break down, due to challenging behaviour (for example) That's exactly what we were told too - but the social worker was trying to say that the reason the private fostering arrangements break down more often is because the private companies don't take as much care in matching the kids with carers who they know will be able to cope. I probably used the wrong term when i said "less stringent on the acceptance criteria" - should have said matching perhaps.
