Unsurprisingly, they don't actually mention specific instances only things to consider when deciding on:-

HANDLING THE BALL

Handling the ball involves a deliberate act of a player making contact with the ball with the hand or arm.

The following must be considered:

the movement of the hand towards the ball (not the ball towards the hand)

the distance between the opponent and the ball (unexpected ball)

the position of the hand does not necessarily mean that there is an infringement

touching the ball with an object held in the hand (clothing, shinguard, etc.) is an infringement

hitting the ball with a thrown object (boot, shinguard, etc.) is an infringement

Oh, and to shut people up who think it can't be a penalty AND a sending off:-

Where a player denies the opposing team a goal or an obvious goal-scoring opportunity by a deliberate handball offence the player is sent off wherever the offence occurs.

Going by that, it would seem it was the correct decision by the referee.

The ball hit his hand and denied a goal, sure. However, it's an impossibility that it was deliberate as the space between the shooter and Keogh was minimal and there was power in the shot.

It's a tough one to take if you're Sheffield Wednesday, but, by the letter of the law, it's the correct decision should the interpretation that it HAS to be deliberate to be a foul be correct.
