The idea is that changing it around to be an U21 side gives club youth players and academy graduates as much playing time as possible, instead of teams just playing all of their subs in reserve games as many used to do. All part of the push towards helping player development.

 

A supposed 'step up' from youth football for those graduates, but not quite first team action. The three outfield players over the age is needed really, as those subs who used to play reserve games do need a chance to get some match fitness, and if they didn't allow that I suspect most teams would just be forced to organise regular 'reserve friendlies' too. This negates that, for the most part.
