The White Card

Anyone seen this white card they've introduced in Portugal to try and promote fair/positive play. 

I understand the need to try and get rid of the cynical stuff like diving, etc. But this white card doesn't actually do anything, the ref shows it to someone who's contributed to fair play and that's about it. 

It'd probably have more value if they tied it to cancelling out a booking or something.

Is this like treating bad boys to day trips out for being well behaved at borstal?
I prefer to punish the bad, not reward the good/decent/right and proper etc!

First I've heard of it, but my initial reaction is ?
