These are fatalities waiting to happen. Some electric vehicles have external noises built in but they are optional and can be switched off. Even guide dogs are confused by silent vehicles. BBC Radio 4 'in Touch' Tuesdays @ 840 pm covers this along with blind people being killed by trains at stations without tactile edges to platforms.
