Liam Sterling, of Bedford Street, was issued with a penalty notice by East Staffordshire Borough Council after he was seen spitting 11 times in New Street, Burton, by an enforcement officer. Mr Sterling received a fine under the Environmental Protection Act. The council said that it had a "zero tolerance" approach to spitting and it would continue to fine people who were caught doing it.
