Seriously, why is the number of countries that haven’t participated the right metric. 

Why not keep the WC as it is and have a tournament between world cups that only the bottom say 50 countries can enter?

They obviously didn't include any fans who attend games in their survey.

Ive not spoke to anyone who believes its a good idea. Every football fan I know says its an absolutely shocking idea.

Bet that was an objective survey.....
