Compare us to a similar sized island nation like New Zealand, and the difference of how all this has been handled is night and day.  

Not sure you can compare us with NZ, massive population difference.

Getting back to football... I fail to see why fans are banned in Tier 3. You can pile into the Westfield and Costco and wherever else as long as it's a shop, but not go to Pride Park, where it's the easiest place to socially distance, and mandate mask wearing.
