Another good option is to go to the Sky Garden by the river (built into the top of the skyscraper called the Walkie Talkie) https://skygarden.london/ It's very close, free entrance and spectacular views, but you have to book in advance. There are a couple of (expensive) bars up there. If you book to have a meal you skip any queues outside (go straight to the front desk) with Darwin Brasserie a good (inexpensive for where it is) choice. Also, if you do book they give you an hour time slot, but once you're up there you can stay as long as you like. And although it's "airport security" you can take plastic water bottles, and if you don't want to pay £12 for a G&T they needn't be filled with water.
