It won't be perfect and loopholes will exist (look at the tax code been in existent since the Napoleonic war and still loopholes) but it is better than complete free for all I think. A restraint of business at some level? I guess the logic is that you will not be around forever and after you've ran out of money someone else could be left to pick up the pieces.
