Just to add, This "Derby are a massive club" comment by some, Players will only come if the Money suits their demands, Club size has didley squat to do with persuading some to sign for us, We may be able to command 30k fans for home game, We may have superb training facilities at Moor Farm, We may have a great stadium for league1...but this counts for nothing if another club will offer more money.
DCFC have been under the cash cosh for a few years now, And yet we still have some posters who believe players would/should sign for us because of who we are...incredible 🫢
Look at the mercenaries who have taken the money in Saudi Arabian football, A state/Country where money does grow on trees, Player values count for nothing, Millionaires who want to fill their bank accounts with more money. 
As for "Warne not being able to attract a moth to a light bulb" maybe if Warne would/could be able to turn the lights on while being under a cash restraint would help in this matter...think about it.

I know what you’re saying, I mean why can’t we just sign a tall, fast, good in the air, great touch, good link up play and scores at least 25 goals a season! Oh and on a free, it’s just so frustrating!

Our fan base may well make us the biggest club in this division. We may well be generating two or three times more match day revenue than many of the other clubs. This is of little consequence if the financial restrictions we are being force to operate under, means we are one of the smallest clubs in terms of our spending power in the transfer market.  
Until the EFL allow us to get off the naughty step, this is the situation Warne as to work with. I'm sure Warne was made aware of the budget he'd be working with when he took the job. 
I think Warne as done well in his recruitment so far but unfortunately acquiring the players that can provide the goals needed to get us promoted, may require money being spent on a transfer fee. Something which as I've already said the EFL seem determined to stop us doing. 
So yes while not quite being reduced to scrambling in the dirt. I do believe we'll need all the skills of our recruitment team to find the players Warne will need to finish assembling a squad capable of promotion.

It's hard to get into the "flow" when you're playing right back for a chunk of the season, left wing back, right wing back, DM and AM.

Let’s not forget, the academy was getting pretty well developed when the bald man took over.  Yes, he put a lot of money into it and had the aspiration of half the team coming from the academy, one of his better ideas.  The real groundwork was started by Nigel Clough in 2008.  He brought Wassall in and improved the scouting in the local area - I seem to remember him saying that  he couldn’t understand why all the best local lads were going to other clubs.
In my mind, administration, us needing to sell the youngsters cheap or for nothing as we couldn’t offer a contract or any guarantees we’d still exist has put us back to 2008.  We are starting all over again.  I’d be very surprised if any players of note came through in the next 5 years.
As for the debate about Warne and Rotherham’s academy it’s a bit academic given the poison we’re in as I’ve said above.  Plus, the first team, which is really the shop window for the club, is going to need continual work over the next few years.  And comparing Rotherham’s academy and ours is not really comparing apples with apples.  He can only bring them through if they’re of the right quality and that’s the job of the academy manager and his team.  We will have better facilities, better coaches, etc, therefore attracting better players.  This in turn gives Warne more options and an an improved level of quality to choose from.  This will rely on continual investment and I’m sure DC will want to his best to make this happen.  It may quite simply be the case that Warne really wanted to have some academy players in the first team, but the quality simply wasn’t there.  Truth is, none of us will ever know.
