Something we need to remember when slagging off other places and accents, is that Rams fans come from far and wide and can get offended by fellow Rams attacking their home and culture. I am born and bred just outside Brum, like ANY big town or city there are places that are not pleasant, but these are matched by some very nice areas and people. How many Rams fans on here born and bred in Nottingham, cringe at the repeated comments about their folk being inbred and having 6 fingers and the level of crime in their area?
I've been fortunate enough to go to Vancouver and Melbourne (Australia), 2 places frequently in the best places to live in the world. But I happened across areas in both, just off the tourist route, which were as bad as anything in Brum.
Let's think twice before slagging off other places and/or people, please.

Depends whether we need to get the money in before we can sign a key player, who we might miss out on?

You say let’s wait and see, yet you seem unwilling to do so yourself by making statements about Warne’s approach to recruiting, before you’ve even seen the calibre of player. You could of course be prove correct, but there’s no evidence yet either way 🤷🏻‍♂️
McGoldrick left for his own reasons, he has stated that, Warne has stated that, his new club have stated that. It seems very clear from all parties involved that despite Derby and Warne’s efforts to convince him to stay, McGoldrick took his own decision to play for his boyhood club, what is it about that you think Warne could have changed?
In your opinion Warne has got it backwards, and in his opinion he wants players willing to be part of a cohesive unit that can also play the style of football he wants. NOWHERE has he said he won’t recruit good footballers, he’s said they need to be both good footballers AND good people.
There are countless examples of talented footballers through the years, arguably more talented than anyone else they’ve played with, whose attitudes stank their clubs out. We had a very famous example on our books a couple of season back. I would rather have a group of solid, capable players motivated to play for the shirt and the fans week in week out than the likes of Ravel Morrison, or an Adel Taraabt who have all the talent and a stinking attitude towards the team. Ravel looked like perhaps he’d finally found a home here and was going to finally disprove all that had gone before regarding his attitude….then he didn’t, and at the first opportunity he jumped ship. One bad apple and all that….
Again, I’m looking past who Warne is and focused on what he’s saying. You don’t like the bloke, cause he wears a hat, or makes bad jokes, or came from a small club, or whatever the reason. What he’s currently saying makes some sense, recruit good players who can represent this club in front of a big crowd and work hard for one another in order to bring success. What is it about that you don’t like?

I would think that PW is likely to replace Didzy, Davies, Stearman and Chester with 4 players capable of playing 90mins in every game this coming season. Those 4 signings will not increase the overall squad numbers but will increase the individual match day squad players available, when compared with last season.

Added to that, they'll have a much reduced income because of lower attendances and the loss of around £6m of central revenue.

That’s a bad take. Let’s look at what was actually said rather than another heavily opinionated assumption
    Wanted:
“We need the players that can play in the league above and have got a bit of experience
I want the players that will make big sacrifices and are fully determined for success.
We need players that are prepared to learn and believe in the team more than themselves.
They have to be good footballers, good athletes and they have to buy into the way we play, the way we press and the energy we want from a team.
Also and this is a lot different to a lot of teams in our league - they have to be able to play in front of 30,000 people.
It's a psychology more than a physicality for me. I'm not here to break players but I am here to push boundaries and to try and get more out of the team.
We're trying to make them physically resilient for a 10 month season but a lot of that comes from mentality.
From that, hopefully you can build a squad and a team that are exciting to watch.”
    Ignore how Warne says things and look at what he’s actually saying, he wants hard working and capable footballers who know what it means to play for this club and will put the team effort above themselves, what about that is such a bad thing?! From those quotes I’d say it’s more like;
Wanted - football players with the ability and mentality to play for a well supported club planning to push for promotion. Must understand this is a team sport and all members of the squad will play a part in shared success. The plan is that the team will play with a high press, which means physicality and athleticism will be part of our identity as will playing an exciting brand of football. Ability to put up with manager’s rubbish jokes and constant pestering are an added desirable requirement.

Remember what PW has said about the way he recruits players. Not only do they need to be a decent player, they also need to be a decent person, which he and the rest of the team, can work with.
A couple of names linked with us have good records, but according to someone I know in scouting, are less than desirable as a person and the club will steer well clear of these type of players, irrespective of how talented they are.

However it is feasible that we recruit for the first team AND the academy. The likes of Ebiowei and Plange were signed for the academy following their release from other clubs and just happened to be fast tracked into the side due to circumstance. There are many academy players released from premier league sides who the new academy and recruitment blokes might decide are a good match. 20-22 first team players with a couple of academy players recruited as options could work. Jake Rooney was also an academy pick up initially wasn’t he?
There are potentially positive scenarios to consider as well as the doom and gloom you know?

I took it as meaning 20-22 that’ll regularly feature or be in contention, not 20 players full stop. It’s not really possible if you consider that 3 will be goalkeepers, so that’s 17 players to cover the other 10 positions for 50+ games in a season.
We fell short because of lack of athleticism last season, not lack of numbers. We weren’t down to the bare bones through injuries but we did look very tired at times and lacked the energy needed for a Warne team.
If we have 20 players and add more athletes to the squad, it won’t be too small to cope.
I don’t think we can pack the squad with numbers just in case of injuries. That results in throwing a lot of money away on players who won’t play much, and we’re still operating under a budget, or it means having unhappy players who risk damaging the dynamic of the squad which is something Warne clearly ranks very highly.

Also, there was only 1 sub in those days, usually for an injury. So those 50+ appearances consisted of 90 minutes each.
